The Chancellor

·         The Governor of the State of Karnataka is the Chancellor of the University of Agricultural Sciences Dharwad.

·         The Chancellor is the Head of the University and shall, when present, preside at any Convocation of the University .

·         No honorary degree shall be conferred by the University upon any person without the approval of the Chancellor.

·         The Chancellor shall exercise such other powers and perform such other duties as may be conferred or imposed on him by this Act or the Statutes.

 

The Pro-Chancellor

·         The Minister for Agriculture for the State of Karnataka is the Pro-Chancellor of the University.

·         The Pro-Chancellor shall exercise such powers arid functions of the Chancellor as may be conferred on him by or under this Act or under the Statutes. He shall also exercise such other powers and perform such other duties of the Chancellor as the Chancellor may by order in writing delegate to the Pro-Chancellor, and such delegation may be subject to such restrictions and conditions as may be specified in such order.

 

The Vice-Chancellor

·         The Vice-Chancellor shall be a whole time officer of the University.

·         The Vice-Chancellor shall be appointed by the Chancellor out of a panel of names recommended by a selection committee consisting of a person nominated by the Chancellor, the Director General, Indian Council of Agricultural Research, the Chairman, University Grants Commission or his nominee and a person nominated by the State Government. No person nominated as a member of the committee shall be connected with the University or any institution, maintained or administered by the University. The Chancellor shall appoint one of the members to be the Chairman of the Committee: Provided that if the Chancellor does not approve any of the names recommended by the committee, he may call for fresh recommendations from the committee;

·         The Committee shall submit the panel to the Chancellor within such period as he may specify. If the Committee fails to submit the panel within the period so specified, the Chancellor may appoint any person whom he deems fit to be the Vice- Chancellor.

·         Notwithstanding anything contained in sub-sections (2) and (3), the first Vice-Chancellor of the University of Agricultural Sciences, Dharwad, shall be appointed by the Chancellor on the recommendation of the State Government.

·         The term of office of the Vice-Chancellor shall be for a period of three years extensible by order of the Chancellor on the recommendation of the Board to a term not exceeding in the aggregate six months, if on any occasion such extension is considered necessary and for reasons to be specified in such order: Provided that : the Vice-Chancellor may, by writing under his hand addressed to the Chancellor, and after giving three months notice, resign his office; or the Vice-Chancellor may be removed from his office in the manner provided in sub-section (5).

·         The Chancellor may at any time on the recommendation of the Board supported by two-thirds of the members of the Board by order remove the Vice-Chancellor from his office, if in the opinion of the Chancellor, his continuance in office is detrimental to the interests of the University: Provided that no such order shall be made unless the Vice-Chancellor has been given an opportunity to be heard against the action proposed to be taken.

·         No person shall be appointed as Vice-Chancellor for more than two terms.

·         No person shall be appointed or hold office as Vice-Chancellor, if he has attained the age of sixty-five years.

·         The emoluments and other service conditions of the Vice-Chancellor shall be such as may be determined by the Chancellor, and shall not be varied to his disadvantage after his appointment.

·         Where a temporary vacancy occurs or is likely to occur in the office of the Vice-Chancellor by reason of leave, illness or other cause other than the expiry of his term, or the Vice-Chancellor is due to absence or otherwise unable to exercise his powers or perform his function temporarily, the Dean shall until the appointment of a person to act as Vice-Chancellor or until the return of Vice-Chancellor to duty, as the case may be, exercise the powers and perform the functions of the Vice-Chancellor in addition to his own functions. In the absence of the Dean, the Board shall, as soon as possible and subject to the approval of the Chancellor, make such arrangements for carrying on the duties of the office of the Vice-Chancellor as it may think fit, and until such arrangements are made such officer of the University as may be nominated by the Chancellor for the purpose shall carry on the current duties of the Vice-Chancellor.

The Vice-chancellor, Chief Executive of the University, is supported by other officers such as Dean, Registrar, Comptroller, Director of Research, Director of Extension, Directors of the Colleges, Director of Post graduate Studies, Librarian, Director of Students Welfare, Administrative Officer, Estate Officer and Heads of Divisions. Policy decisions for the development of University are taken by Statutory bodies such as Board of Regents, Academic Council, Finance Committee and Boards of Studies. Two Special Officers have been positioned to reinforce seed production and horticultural activities in the University. Similarly, in order to enhance the productivity and efficient utilization of farm resources, the Directorate of Research has been strengthened by positioning a Professor of Agronomy and Technical Advisor(Farms). The training component in the Directorate of Extension has also been strengthened.

The University has the mandatory functions of teaching, research and extension in agricultural and allied sciences.

Board Of Regents

Board consists of board members representing two members from progressive farmers, two members from persons interested in agricultural education, one member from among registered graduates of not less than five years standing of the University, one member from woman social worker and a nominee of Indian Council of Agricultural Research. Ex-Officio members will be Secretary Agriculture & Horticulture, Secretary Education, Secretary Finance to Government of Karnataka and Dean of the University. Vice chancellor will act as chairman of Board. Registrar of the University shall be the Ex-Officio Secretary of the Board. Policy decisions for the development of University are taken through this body and other Statutory bodies such as Academic Council, Finance Committee and Boards of Studies.

Manpower

The University has taken sufficient care to have human resource required for agricultural education, research and extension in the respective areas of specialization. In an effort to give due emphasis to new emerging areas like Biotechnology, Biopesticides, Biofertilizers, Environmental Sciences, Information Technology, Agro Meteorology, etc., a thorough reorganization of staffing pattern has been done and sufficient number of posts are created in these faculties. Wherever trained persons are not available, the personnel in the University have been deputed to higher studies/training in the required areas of specialization.

The University has 95 sanctioned posts of Professors, 117 Associate Professors and 705 Assistant Professors totaling 917 technical positions supported by 2,045 Service Personnel. All the technical positions are meant for Teaching, Research and Extension activities in the University. The teachers in the University have received a number of State and National Awards for their excellent work in different fields.

Finance

The University, with a view to achieve optimum progress, has taken measures to implement various programmes. Ambitious infrastructural development programmes with the help from ICAR assistance, State Government and other Authorities like CADA, HKDB etc., have been undertaken. As the funds provided during the period was less compared to the requirements/allocation, the expenditure during the period from 1995-96 to 1997-98 is in excess of receipts.

Academic Administration

With a view to provide the administrative facilities for managing academic programmes, the University has started administrative offices mainly in the form of the office of the Registrar and the Office of the Administrative Officer. The office of the Registrar is completely responsible for implementing all the academic programmes, award of degrees and appointments in the University. The Administrative Officer and his staff assist the Vice-chancellor in the general administration of the University. Each college has a unit of these offices which assist the respective Directors of Instruction in conducting the academic programmes.

Directotrate Of Students Welfare

The Directorate of Students Welfare is responsible for the co-curricular activities of the students viz., sports, cultural, NCC, NSS etc. The Directorate is also responsible for other students amenities like hostels, dispensaries, cafeteria etc. The Directorate is headed by the Director of Students Welfare who is assisted by a Deputy Director and other staff.
